Lag hacks.. do people do that?

I'm just wondering, are lag hacks for real?
I've heard of them, but can't say I've seen one and known about it.

We had a player last night in WaW US server who had a ping in the high 60's, but was moving around like his ping was 300++.
He was skipping all over the place.

So something seemed kind of odd.

RavenEW? Yeah I've wondered about that too. It is true you can use programs that will lag you enough in game to have a lower percentage of getting hit when shot at. We will have to keep an eye on this.

Ye this guy was doing pretty good for skipping all over the place.

I heard people acuse each other of this on COD2 servers, but it wasn't a hack. They said you can intentionaly cause lag by lowering your packets...

Ive also just heard alot of rumours of "laghack" and dunno if thats rly a thing. What i do know is that there are people that lag to others but not on their own screen. It gives a huge advantage and i would say most of these guys are aware of it. So hack or not extreme laggers should be asked to fix it or get kicked imo...

Beside that,
i have noticed some slow motion kill cam (FP View in spec also),
that is strange to me.
The hand and weapon movement while running is like 80% speed.
If i run into someone again i will record some game play.
