2 - Server online but can't connect? Empty Server online but can't connect?

So for 1hour or so now server 1 is online but I get an error connection timeout after waiting 11 seconds?

I notice server population is really low as well 14 players, maybe it's a internet issue on server side?I checked other servers, other games, did some pings tests my internet seems okay.

Theres something wrong with that "awaiting connection" problem since yesterday, even through it has been restarted, it just came back again..
