MW3 - Using Custom Classes In Dedicated Servers
You can edit your classes from the beginning and use them in servers. Where are they? In play/private matches. That's where you edit your classes and save them and when you join a dedicated server with custom classes enabled, you can play with any of those weapons and classes, but "play/'private match'" is where you will have to go for class editing. You only get the initial 5 from the start.
They will be saved.
Note: You can't bring classes over from matchmaking. It's not the same. matchmaking contains classes that have to be unlocked through progression. Private match classes have all unlocks and everything can be used immediately in a dedicated server.
